Why do panic attacks happen? Generally something in the individuals immediate environment, internal or external triggers the autonomic nervous system to go into a survival/threat response. The sympathetic nervous system can get stuck 'on' and the parasympathetic nervous system has a tough time coming in to meet it and down regulate it.
